Further Review Appeals Procedure Goes Live

On August 9th, the new process which allows for criminal record screening appeals opened to applicants of Fox-Grove Management (FGM) housing. In July, the new three-person panel who will hear these appeals received training and materials while Site Managers were provided an overview via manager call and email.

Earlier in 2021, FGM updated their Resident Selection Criteria to limit the number of lookback years and types of felony offenses that could be reviewed during a regular application screening. The updated policy bans arrest records and misdemeanor convictions from being considered and states that no applicant is rejected automatically based on their criminal background.

With the introduction of the Further Review Appeal procedure and changes in criteria, FGM aligns with HUD guidance regarding the Supreme Court's Disparate Impact ruling and reduces barriers of access to over 1300 units of affordable housing in their management. Recent program partners have commented that this development puts FGM ahead of the curve when it comes to screening practices in Missouri.
